The “BUILD BACK BETTER” legislation is failing. The coalition of GOP and some dissenting Democrats will not allow the President’s plan to provide additional welfare-type expenditures. His continued behind-the-scenes efforts are not working. So here’s what will work….Climate change is the key issue in this mix. Whatever objections come from Joe Manchen, Senator from West Virginia, his real concern is that coal industry dollars that support his election campaigns would be jeopardized if he allowed solar and wind power to replace coal as a major player in the US energy grid. Solution: tell Senator Manchen that the Dems will craft a separate bill that addresses ONLY CLIMATE CHANGE and that more than enough members of both parties will pass it. But, if Mr. Manchen agrees to support some of the “BUILD BACK BETTER” provisions, the climate change provisions of a combined bill will lessen the immediate impact on the coal industry. If Mr. Manchen balks, proceed with the CLIMATE CHANGE ONLY bill and tell the voters of West Virginia that Mr. Manchen refused to compromise. THERE IS NO DOUBT THAT WE WILL HAVE A DRAFT OF “bbb” LEGISLATION BEFORE Congress EARLY IN 2022. A “watered-down” version of “BBB” acceptable to the GOP and climate change provisions should work.
